Yes frugalware-tweak is written with mono but you can configure Frugalware with a GUI:
.You can change hostname, keymap, language...
.Change the date time of your box.
.You can add/remove/edit users and groups
.Configure Xorg
.You can have a notification if some update are avalaible. Don't forget to add the service frugalware-tweak on boot.
.You can see the configuration files changed when you have updated your system.
.You can install/remove a package.
.You can configure the services.
.You can choose your application for configure the network : netconfig, networkmanager, wicd
.You can select the login manager : gdm, kdm,...
.You can configure Grub.
.You have access to the frugalware community : with an irc client you can access to some channels, you have access to the forum,wiki.

.You can read the blogs of the devels.
.You can add/synchronise your notes with a webservice

I would add the possibility to configure the sound, probably with gstreamer or directly alsa.

I've begin to rewrite some parts in python, pygtk. I will probably use vala for some parts.
For me it's more simple to use mono for begenning and I use this application for test mono/mod_mono.
